Medicines are often assessed primarily on the basis of their price. However, this perspective is too narrow, as treatments can also influence the number of doctor’s appointments, hospital stays, follow-up treatments and other healthcare costs.

Using the example of ruxolitinib cream for atopic dermatitis, this working paper demonstrates how health economic models reflect this holistic perspective. The focus is on the question of whether targeted topical therapy can delay or replace systemic treatments and thereby reduce costs within the healthcare system.

Methodological approach

Two health economic studies were used for the assessment: a budget impact analysis and a cost-effectiveness analysis. The budget impact analysis examines the financial consequences of introducing ruxolitinib cream at the level of the statutory health insurance system. The cost-effectiveness analysis additionally assesses the ratio of costs to health benefits per patient.

The models consider adult patients with moderate atopic dermatitis for whom standard treatments are insufficiently effective, are not well tolerated or are not an option. They take into account the costs of medicines, medical care, monitoring, inpatient services and other cost components.

The most important facts in brief

The modelling shows that the economic value of ruxolitinib cream arises primarily when it delays or replaces systemic therapies. In this scenario, potential savings for the statutory health insurance system over five years amount to a figure in the mid-single-digit billions.

At patient level, too, the cost-effectiveness analysis points to a favourable outcome: in the model, the treatment was associated with lower costs and, at the same time, greater health benefits. The savings per patient treated were in the five-figure range.

Conclusion

The working paper highlights that health economic models can provide important additional information for reimbursement, healthcare provision and market access. They shift the focus from the price of the medicine alone to the total cost of a course of treatment over the entire course of care.

Such models can therefore help to channel limited resources more effectively towards innovations that not only offer clinical benefits but also prevent or reduce downstream expenditure.

[42

post-12621","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-working-paper
["GET
